Could old ceiling tiles contain asbestos?

Some ceiling tiles and boards installed before 2000, particularly asbestos insulating board and some older textured tiles, can contain asbestos. Before any work that disturbs a ceiling in a pre-2000 non-domestic building, a refurbishment and demolition asbestos survey is needed.

Which ceilings are a concern?

Asbestos was banned in the UK in 1999, so the concern is buildings built or refurbished before 2000. Asbestos insulating board (AIB) was used for ceiling tiles and soffit linings, and some older ceiling coatings and textured finishes contain asbestos too. Modern mineral fibre tiles do not contain asbestos.

What does the law require?

Under the Control of Asbestos Regulations 2012, whoever is responsible for maintaining a non-domestic building has a duty to manage asbestos, which usually means having an asbestos register. Before refurbishment that disturbs the building fabric, a refurbishment and demolition survey of the affected area is needed, as set out in HSE guidance HSG264.

What do we do on our jobs?

For pre-2000 buildings we ask to see the asbestos register or refurbishment survey for the area before quoting a strip-out. If asbestos is present, it must be dealt with by the appropriate contractor before our work starts. We never disturb suspect materials.

What if I do not know when the ceiling went in?

Treat it as possibly containing asbestos until a survey says otherwise. Do not drill, cut or break suspect tiles. Lifting intact modern lay-in tiles is generally low risk, but if in doubt, ask a surveyor.
